Which retail business can resume on-site operations from 12 May 2020?

Longing to cut your hair or visit TCM to treat your back pains? You can visit them starting from 12 May 2020. Check out the list of retail establishment that can resume on-site operations from 12 May 2020

1. Hairdressing & Barber Services : Basic haircut services can resume and must be kept to within 60 minutes.

2. Health & Social Services – Pharmacies and Personal Care Items, and Primary Care Services : All Traditional Chinese Medicine (TCM) medical halls (regardless of whether they have registered TCM practitioners) are allowed to sell retail products.

3. Laundry services : Retail laundry services can resume operations.

4. Pet Supplies Stores : Retail of pet food and supplies can resume operations.

What about online retail business is allowed and the activities permitted from from 12 May 2020?

What is SafeEntry and how does this affect hair salons and retailers?

SafeEntry is a national digital check-in system that logs the names, NRIC/FINs and mobile numbers of individuals visiting hotspots, workplaces of essential services, as well as selected public venues to facilitate contact tracing efforts.

From 12 May 2020, all businesses and services that are in operation at the following list of facilities/places must deploy the SafeEntry system to log the check-in of employees and visitors.

  • Workplaces e.g. offices, factories
  • Schools and educational institutes
  • Pre-schools
  • Healthcare facilities e.g. hospitals, clinics, TCM clinics
  • Residential care facilities e.g. nursing homes
  • Hairdressers/barbers
  • Supermarkets
  • Selected popular wet markets (Geylang Serai Market, Block 104/105 Yishun Ring Road (Chong Pang Market), Block 20/21 Marsiling Lane, and Block 505 Jurong West Street 52)
  • Malls
  • Hotels

SafeEntry will also be progressively rolled out to taxis from 12 May 2020 to better support contact tracing efforts for street-hail trips. Commuters should scan the SafeEntry QR codes deployed in taxis when taking street-hail trips.

Retail outlets where customers are unlikely to be in close proximity for a prolonged period of time, such as pharmacies, convenience stores and heartland provision shops, are encouraged, but not required, to implement SafeEntry for customers.

F&B outlets are not required to deploy SafeEntry for customers for now, as they are only open for delivery and/or takeaway. Retail and F&B outlets must still implement SafeEntry for employees as per all workplaces, and adhere strictly to the other safe management measures, e.g. safe distancing.

What other safe management measures salon owners and retailers should take note?

In line with the latest advisory on 9 May 2020 on Safe Management Measures at the workplace, Enterprise Singapore (ESG), Housing & Development Board (HDB), the Singapore Tourism Board (STB) and Urban Redevelopment Authority (URA) are providing operational guidance on the permissible activities and Safe Management Measures for Retail Establishments. All retail establishments – including malls, supermarkets and standalone stores (e.g. IKEA, Decathlon) – must comply with these latest measures.

Enterprise Singapore (ESG), Housing & Development Board (HDB), Singapore Food Agency (SFA), Singapore Tourism Board (STB) and Urban Redevelopment Authority (URA) are providing operational guidance on the permissible activities and Safe Management Measures for food and beverage (F&B) establishments. All F&B establishments must comply with these measures.
